Colombine Madelaine


I am a Lecturer in Public law at the University of Tours (UT). After acheeving my PHD in Montpellier in 2012, I became a lawyer at the European Court of Human Rights before joining the university of Tours in 2014. I was elected Vice President for International Relations of the UT in 2019. My research focuses on national and European human rights law (EU and Council of Europe). Part of this research focuses on the positive obligations of states to protect fundamental rights. These obligations include, in application of the prohibition of inhuman treatments, the obligation to protect children from abuse by third parties. This leads to a range of specific measures that states must adopt. Participation in the Chair will help to measure the effectiveness of these measures.
